Empowering Property Custodianship

PhotoGrid_14664016852321zPursuant to the institutionalizing of Zero-waiting Time Program in schools as incorporated in the 3-year Division Strategic Plan, eighty-four (84) District and School Property Custodians from public elementary and secondary schools in the Division of Malaybalay City attended the Division Seminar-Workshop on District / School Property Custodianship at Veranda, Casisang, Malaybalay City, April 8.

The participants were oriented on the following topics: (a) Republic Act 9184, known as Procurement Law (b) Basic Concepts and Current Practices on Custodianship including Storage and Warehousing (c) Issuance, Utilization and Proper Filling-out of Forms (d) Inventory Taking and Preparation of Reports (e) Disposal (f) Relief from Accountability in Case of Loss of Government Property and (g) Action Planning.

An action plan template was introduced to serve as a guide in the implementation and improvement of property custodianship in the districts and schools to address issues encountered during the May 2015 joint inspection of the Commission on Audit, Division Supply Officer and Division Cashier.

The participants were also given the inspiration and motivation to perform the tasks of a custodian with honesty and transparency thru the message of the Schools Division Superintendent, Edilberto L. Oplenaria, CESO VI.

The seminar-workshop serves as the beginning of a properly motivated management of government resources contributory to the effective and efficient management of schools pursuant to the provision of quality service in the development of learners.
