MCD Orients Newly Legislated Secondary Schools on Procurement Law

bac orientationA one-day orientation to the Head of Procuring Entity, Bids and Awards Committee and School Inspectorate Team of the four (4) newly legislated secondary schools (R.A. No. 10633 General Appropriations Act Fiscal Year 2014) namely, Malaybalay City National High School (formerly BNHS San Jose Annex), Malaybalay City National Science High School (formerly BNHS Aglayan Annex), Casisang National High School (formerly BNHS Casisang Annex) and Kalasungay National High School (formerly BNHS Kalasungay Extension) was conducted by the Division Bids and Awards Committee last February 11 at DOST Building, Bukidnon National High School, Malaybalay City.

The activity was initiated by Schools Division Superintendent, Edilberto L. Oplenaria, with the aim to promote good governance, transparency and accountability in the said schools.  Mr. Pariso L Orong, Principal IV of the mother school (Bukidnon National High School) gave a welcoming remark to all the participants with a reminder to the newly constituted School BAC, SIT and HOPE to be very careful in affixing their signature in any document especially when it involves government funds.

Mr. Ralph T. Quirog, Division BAC Chairman/EPS in Social Studies gave an overview on the GPRA (R.A. No. 9184-Government Procurement Reform Act) and Dr. Jutchel L. Nayra, Division BAC Vice Chairman/Administrative Officer V discussed on the General Provisions. Ms. Analy L. Ocier, Division BAC Member/EPS in Science lectured on the Procurement Planning and Budget Linkages and Ms. Sibyl L. Maputi, Head of Division BAC Secretariat/Administrative Officer III discussed on the Alternative Modes of Procurement. Ms. Rosie A. Salupado, Division BAC Member/Guidance Coordinator talked about Procurement Service Flow of Operations.

In the afternoon, Dr. Anna Belen S. Muring, Division BAC Secretariat/EPS in Private Schools lectured about Philippine Government Electronic Procurement System (PhilGEPS). Ms. Josie D. Zamora, Division Inspectorate Team Chairman/EPS Designate discussed on the roles of the School Inspectorate Team. Mr. Luis S. Alajar Jr., Division Chair of TWG/EPS in TLE talked about offenses and its corresponding penalties per RA 9184 giving emphasis on the six years and one day as minimum and fifteen years as maximum penalty for crimes committed under this law.

A workshop spearheaded by Ms. Florabelle R. Porras, Division BAC Member/Records In-Charge and Mr. Paul John P. Arias, Division BAC Secretariat/Planning Officer II was conducted thereafter.  The output of the participants was presented and generally it was close to perfection. It was overwhelming that the participants learned quickly and manifested their eagerness to apply what they learned in the orientation to the actual conduct of procurement.

A School Head will be downloaded in full their school MOOE which will be utilized for the maintenance and operations of the school (pursuant to DepEd Order No. 60, s. 2011).  Hence, the purpose of the orientation is to fully equip the School Head, the School BAC and SIT in handling and safeguarding the coffers of the Philippine government. With this, the Bids and Awards Committee ought to exercise jury duty in carrying out their roles and functions.

As one of its governing principles, public officials and private parties whenever warranted are investigated to ensure the accountability aspect of the procurement process. Nevertheless, the procurement law is easy to follow because its process is streamlined to be simple and uniform in all levels of the government. It is adaptable to the latest advances in technology as evidenced by the use of electronic posting of bid opportunities and awards in the PhilGEPS website. It is transparent because of wide dissemination of bid opportunities and participation of the public is encouraged as part of monitoring. When the bid opportunities are widely disseminated, competitiveness will come in and when there is competition and transparency, the price most advantageous to the government is obtained.

Equipping Schools: Administrative Transaction Systems & Procedures Conducted

admin pic1To improve the transaction systems and procedures, as embodied the Republic Act Nos. 6713 and 9485, the Malaybalay City Division conducted an orientation/re-orientation on the administrative transaction systems and procedures at Loiza’s New Hall, Malaybalay City, Bukidnon, February 8.

The said activity was initiated by Schools Division Superintendent Edilberto L. Oplenaria and was organized by the Administrative Support Staff headed by Jutchel L. Nayra.

The activity started with a brief overview and statement of purpose consistent to the RA 6713 and RA 9485. The topics presented are as follows: Leave Administration and   Processing of Form 6 discussed by Florabelle R. Porras and Anabelle B. Miquiabas ; Relief from Property and Accountability and Resolving of Losses of Textbooks discussed by Sibyl L. Maputi; Processing of Retirement Requirements discussed by Rufelia J. Limbengco; Application and Renewal of Fidelity Bond discussed by Archille B. Conol; Filling –up of SALN as Requirement of Fidelity Bond Processing discussed by (Novilyn G. Palma); Reclassifications and Regional Payroll Services (Salary  Adjustments due to  Loan deductions, Step Increment, Promotion, Additional Tax Dependents and Stoppage of Salary Loans) discussed by Novem A Sescon; and, Processing of Equivalent Record Form (ERF) and Certification, Authentication and Verification (CAV) discussed by Janice L. Maglangit.

Issues and concerns were also raised and clarified for the improvement of the administrative transaction systems and procedures.

MCD Conducts Training-Workshop on the Integration of ICT: Strategies & Application in the Classroom

dcp 2014 1To enhance the Teaching-Learning Process and meet the challenges of the 21st Century, The Malaybalay City Division conducted a 2-Day Training–Workshop on the Integration of Information Communication and Technology (ICT): Strategies and Application in the Classroom at Loiza’s New Hall, Malaybalay City, Bukidnon last February 7-8.

The said event was initiated by Mr. Edilberto L. Oplenaria, Schools Division Superintendent and was organized by the Division Planning Officer II, Mr. Paul John P. Arias and staff.

The resource persons who shared their skills and expertise are Ms. Julie Mae A. Minguez, Teacher I of Sumpong Elementary School, Ms. Amor Celeste S. Pasamonte, Teacher III of Malaybalay City Central School, Ms. Leny G. Ama, Principal I of BCT Elementary School, Mr. John P. Rarogal, Teacher III of BNHS- Aglayan Annex and Mr. Everardo C. Calopez, Master Teacher I  of Bukidnon National High School.

It was participated by 44 identified recipient schools of the DCP E- Classroom Pdcp 2014 2ackages; A total of 140 participants joined the training composed of the School Heads, School Property Custodian and School ICT Coordinator per school in both elementary and secondary levels. Every school was required to submit workshop outputs at the end of every session. Two selected participants conducted actual demonstration teaching, namely; Ms. Jardiolen T. Carbajal, Teacher II of Casisang Central School and Mr. Vicente G. San Miguel, Teacher I of San Martin National High School.

It is expected that teachers have gained the skill of making learning easier and enjoyable through pictures, video presentations, diagrams and among others using Educational Computer Applications. The participants are very thankful for they gathered a lot of new learning in using technology.  As quoted by Mr. John P. Rarogal “Teaching is not only a skill but it is also an art”. (more photos)

SPA Teachers Convene for Regional Seminar on Creative Research

spa 1A   regional live-out Seminar Workshop on Creative Research for Special Program in the Arts for secondary schools was hosted by Bukidnon National High School, Malaybalay City on January 29 – 30. 

A total of 81 participants composed of SPA teachers, SPA School Coordinators, Administrators and Division Coordinators from the 12 divisions in Region X implementing Special Program in the Arts (SPA) attended the two-day seminar workshop which was facilitated by Dr. Raymund S. Antolo, ES II and Dr. Joy Mangubat , EPS II of Region X with Mrs. Lou Ann J. Cultura, EPS I- MAPEH in coordination with Bukinon National High School,  Mr. Pariso L. Orong, the principal of  Bukidnon National High School  and   Mr. Edilberto L.  Oplenaria, Schools Division Superintendent of the Division of Malaybalay City.

Dr. Ma. Fe Sumaculob, Division Music and SPA Coordinator of Iloilo City Division and Dr. Ma. Cecilia Alimen, Associate Professor of the University of San Agustin, Iloilo City deliberated the procedure, requirements and standard of creative research while  Dr.  Lincoln V. Tan, Chairperson of Performing Arts of Bukidnon State University, exhibited his original researches of dance steps and music.

MCD Soars High in MTAP Regional Finals

mtap 14Malaybalay City Division was declared Regional Champion of the recently concluded 2014 Metrobank-MTAP-DepED Math Challenge – Regional Team Oral Finals for Elementary Level last February 07, at RELC, Lapasan Cagayan De Oro City.

Bryle P. Opecio and Chelsea Psalm M. Neri, Grade VI pupils of St. John’s School with their coach Jason T. Betonio, (the 2014 Metrobank-MTAP-DepED Math Challenge – Division Team Oral Finals First Place winner) represented the division in the said competition.

They received Metrobank Medals and Certificates of Merit from Metrobank Foundation Inc. (MBFI) during the awarding ceremony of the said event at RELC, Lapasan, Cagayan de Oro City. Various exemplary and remarkable awards were also received by the other division participants of another category during the awarding ceremony.

Bryle P. Opecio (2nd Honors during the 2014 Metrobank-MTAP-DepED Math Challenge – Division Elimination Rounds – Written Competition – Elementary level) won 3rd place of the 2014 Metrobank-MTAP-DepED Math Challenge – Regional Finals – Written Competition – Individual Category – Elementary level.

Lucy T. Aehr and Coleen Eve L. Torniado, 4th Year High School students of Bukidnon National High School Main with their coach Arlene C. Gantalao (the 2014 Metrobank-MTAP-DepED Math Challenge – Division Team Oral Finals – Secondary Level, First Place winner) represented the division and won 7th place of the 2014 Metrobank-MTAP-DepED Math Challenge – Regional Team Oral Finals – Secondary Level.

All of the Division’s participants, team and individual category both elementary and secondary level with their coaches and School Principals gave their best in the quest for mathematical skills competence over the fourteen (14) divisions of the entire region.
